Registration Opens for the June 2025 TEEX Infrastructure Protection Certificate Program in the U.S. Virgin Islands

The Texas A&M Engineering Extension Service (TEEX) is bringing its Infrastructure Protection Certificate Program to the U.S. Virgin Islands (USVI). Registration is open for the first three courses in the five-course program. These in-person courses will be held June 3-6, 2025, at the VITEMA Emergency Operations Center (EOC) in St. Thomas. The last two courses required to complete the certificate program will be taught in the USVI in 2026.
The program, which is federally funded by the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) through TEEX’s National Emergency Response and Recovery Training Center (NERRTC), provides the critical infrastructure protection community with a deep dive into topics that are essential for effective infrastructure security and resilience.
Offered free of charge, the courses are open to all residents of the USVI who are U.S. citizens, but they are specifically designed for critical infrastructure owners and operators; government officials; first responders, such as law enforcement officers, firefighters, emergency management and security personnel; and individuals in healthcare, public works, communications, energy and transportation.
“Course participants will gain a broad understanding of homeland security infrastructure protection concepts and practices through community-focused planning, risk management assessments and partnerships,” said Russ Treider, TEEX protective services program instructor. “We are pleased to be bringing this in-demand certificate program to our colleagues in the USVI to help them prepare for natural, human-caused and technological disasters.”
The course numbers, dates, titles and descriptions are as follows, along with a link to register:
- MGT315 – June 3-4 (16 hours) – Conducting Risk Assessments for Critical Community Assets
The purpose of this course is to help prevent or mitigate the potential consequences of a domestic terrorist attack, natural disaster or other emergency using all-hazards scenarios to identify critical community asset risks, assess their potential impacts and develop action plans.
- MGT414 – June 5 (8 hours) – Critical Infrastructure Resilience and Community Lifelines
In this course, participants enhance their skills in formulating considerations for the resiliency of jurisdictional assets and in leveraging cross-sector partnerships in the event of a disaster.
- MGT452 – June 6 (8 hours) – Physical and Cybersecurity for Critical Infrastructure
This course identifies physical and cybersecurity concerns impacting overall infrastructure security, examines integrated physical and cybersecurity incidents, and discusses the evolving risks and impacts they pose to critical infrastructure.

The St. Thomas EOC is located at 8221 Nisky, St. Thomas, Virgin Islands 00802. Participants need to bring a laptop computer or mobile device/tablet to the courses to complete electronic, web-based course testing and evaluations.
