Delivering superior workforce training is the core competency of the Texas Engineering Extension Service (TEEX), a member of The Texas A&M University System.
In order to keep performing above average, TEEX realized that it needed more from its instructors than content expertise. It also needed strong instructional delivery skills.
In response to this need, the agency decided to institute internationally-recognized, instructional delivery competencies as the standard for all its training. This certification is comprised of two components–a proctored computer-based test (CBT) available around the world at any Prometric and Vue testing center and an instructor-facilitated lesson assessed in a 20-minute video. In both the test and the video, the candidate must demonstrate knowledge and mastery of the 14 IBSTPI competencies on which CTT+ is based.
CTT+’s proven and widely accepted standards improved TEEX’s training delivery capabilities and, therefore, participant learning outcomes. Certification to industry competency standards demonstrates that TEEX’s instructors are serious about the training they deliver.
TEEX instructors recognize the benefits of CTT+ to their customers; however, earning CTT+ is not easy. Being an effective trainer means involving the participants in the learning process. After certification, instructors reap the advantages of simple strategies that bring their classes to life.

To ensure the IBSTPI competencies are a part of the culture, TEEX integrated the competencies into the hiring, training, evaluating and career advancement processes and offers financial incentives for instructors who succeed. This creates an environment that focuses on continuous improvement of TEEX’s trainers that is passed on to their participants.
