Milligan named Division Director of Professional & Regulatory Training

The Texas Engineering Extension Service has selected David Milligan to lead the agency's Professional & Regulatory Training - OSHA Southwest Education Center in Mesquite. Milligan began his new duties on Oct. 1.

The Southwest Education Center was recently ranked No. 1 by the Occupational Safety and Health Administration (OSHA) based on the number of students trained in the past year. More than one-fifth of all students trained by the 20 OSHA Education centers across the country are trained by TEEX. The OSHA Southwest Education Center covers Region VI - Texas, Oklahoma, New Mexico, Arkansas and Louisiana.

“Our goal is to keep our citizens safe, whether they are at work, at school, at home or on the highways,” Milligan said. “I am looking forward to expanding our partnerships with the university system, the private sector, the state and federal government and the military sector. By working together, we can make our state and our country safer for all of us.”

Milligan replaces Teresea Madden-Thompson, who resigned as division director of P&RT in July to become director of continuing education at the University of Texas at Arlington.

A native of Missouri, Milligan has 21 years of experience in management and expertise in safety-related operations. Most recently, he was manager of safety operations for Disneyland Resort in Anaheim, Calif. He received his bachelor of science degree in professional aeronautics with a minor in safety from Embry-Riddle Aeronautical University and his master of science degree in industrial technology from Texas A&M University - Commerce. Milligan is retired from the U.S. Army and served two assignments at the U.S. Army Safety Center. He is a Certified Safety Professional, a professional member of the American Society of Safety Engineers and an OSHA Certified Safety and Health Official.
