Course Description

This course provides participants training on the rescue techniques required when responding to transportation tunnel incidents. This course includes the considerations required for emergency responders that will operate in a passenger rail tunnel, light rail or subway tunnel, and highway or vehicle tunnels. This course will provide participants with the knowledge, skills, and abilities to perform search and rescue operations in transportation tunnels. The course is five days long with eight-hours of training each day, for a total of 40 hours.

Upon successful completion of the course, participants will be issued a TEEX Certificate of Completion. 

Prerequisites

The following prerequisites are required to attend this course. Participants must bring their certificates of completion on the first day of class. Participants that do not have the prerequisites will be removed from the class.

Course Completion Requirements

Participants Must Provide

  • a photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.

Attendance Requirements

Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. This course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirements, for example a field exercise that cannot be missed

Due to the strenuous nature of search and rescue activities, participants should secure a professional evaluation of their physical condition prior to enrolling in these courses.

Suggested Audience

This course has been developed for city, state, and federal responders. Emergency responders from municipal agencies tasked with responding to transportation tunnel incidents.

Participants include emergency responders from the following disciplines/services:

  • Fire Service (FS)
  • Emergency Medical Services (EMS)
  • Law Enforcement (LE)
  • State or City Transit System Responders

Other Information

Travel and Personal Protective Equipment

Participants should plan travel to arrive the night before classes begin. The course delivery is at Disaster City® in College Station, Texas. Responders that will be training on the rubble pile or inside of structures at Disaster City® are required to bring the following items to the course:

  • Helmet, must be ANSI rated Z89.1-Type 1 with headlamp
  • Steel toe safety boots, must be ANSI Z41 PT99 M1/75 C/75
  • Eye protection, must be ANSI Z87.1
  • Work gloves (leather or extrication gloves)
  • Standard work/duty clothing including long-sleeve shirts for every day of class
  • Raingear suitable for search and rescue operations. Class exercises are conducted in rain or shine.
  • Knee pads and elbow pads
  • Hand held flashlight and extra batteries

Grant funding information

Jurisdictions that receive Department of Homeland Security (DHS) funding from their State Administrative Agency (SAA) (e.g. Urban Area Security Initiatives [UASI], State Homeland Security Program [SHSP], etc.) may be able to utilize those funds to pay for TEEX/ESTI courses. Since states have varying processes and procedures for utilizing grant funds to take training, the best resource will be your city or county administrator or comptroller for homeland security grant funding.

Jurisdictions requiring assistance in establishing regional search and rescue capabilities in the areas of structural collapse, chemical, biological, radiological, nuclear, and explosive (CBRNE) response, and water rescue are encouraged to contact the TEEX/ESTI Rescue Program.
