Course Description
Foundations of Cyber Crimes is an eLearning course that provides participants with a comprehensive introduction to the modern landscape of cyber-enabled and cyber-dependent criminal activity. As society becomes increasingly reliant on computers, mobile devices, and networked technologies, nearly every category of crime now has a digital dimension. This course equips learners with the knowledge needed to recognize, understand, and respond to these evolving threats.
Participants will examine the full spectrum of cyber crimes, from non-violent white-collar offenses and financial fraud to cyber-facilitated violent crimes, and explore how emerging technologies, including artificial intelligence, are used both to perpetrate and to prevent criminal activity. The course also highlights the roles and responsibilities of first responders and local, state, tribal, territorial, and federal agencies in addressing cyber incidents.
Through an exploration of legislative frameworks, organizational practices, and recommended personal security measures, participants will gain a foundational understanding of how cyber crimes occur and what can be done to mitigate them. By the end of the course, participants will be prepared to identify common cyber threats, explain how they unfold, and describe effective strategies for prevention and response.
As part of a Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) cooperative agreement training program, this course is available at no direct cost to state, county, and local government agencies.
Prerequisites
There are no prerequisites for this course.
Enrollment Requirements
You must be a United States citizen to register for this class. Participants must have a FEMA Participant Identification Number (SID) to register for this class. To obtain a SID, register online at cdp.dhs.gov/femasid.
Course Completion Requirements
Participants must provide information for all required fields, including their U.S. citizenship/permanent resident information, in addition to meeting all other attendance and course completion requirements. If this information is not provided, the participant will be considered incomplete and will not receive a certificate of completion.
Participants are required to complete all course content and score a 70% or better on the Post-Test in order to receive a course certificate of completion.
Attendance Requirements
To meet attendance requirements, participants must complete the pre-test, the course content (all modules), DHS/FEMA feedback survey, and the post-test.

- Differentiate between various types of cyber crimes and analyze their evolving nature in the context of emerging technologies.
- Recognize various types of white-collar crimes.
- Identify various types of cyber facilitated crimes.
- Identify procedures for collecting, preserving, and utilizing evidence by cyber law enforcement entities and agencies.
- Recognize methods for mitigating cyber crimes against businesses and individuals and understand best practices for reporting such crimes.

This course is designed for SLTT government personnel, law enforcement officers, and private-sector professionals seeking to expand their understanding of cyber crimes and their impact on public safety and organizational security.
