Course Description
Participants will learn how to create effective training plans for their agencies and jurisdictions using a whole community approach. Participants will learn a jurisdiction training assessment process in which an integrated assessment team creates a jurisdictional profile and evaluates the jurisdiction’s ability to fully implement their Emergency Operations Plans (EOP). Participants will then be able to identify and catalog training goals and identify ways to meet them by prioritizing training efforts, developing improvement plans, and implementing a course of action.
This course meets Texas Commission on Law Enforcement (TCOLE) requirements for MGT-418 Readiness: Training Identification and Preparedness Planning course #78403.
Prerequisites
There are no prerequisites for this course.
Enrollment Requirements
Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid; or with TEEX assistance upon arrival for class.
Course Completion Requirements
Participants are required to score a 70% or better on the Post-Test and attend 80% of the course hours in order to receive a course certificate of completion.

Attendance Requirements
Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirements, for example a field exercise that cannot be missed.
Participants in a TCOLE credit course must complete the class in its entirety to receive TCOLE credit.
Recommended
Participants for this course should have significant expertise in their functional areas and in training management. They should have regular interaction with other response agencies and disciplines, some level of decision-making authority within their agencies, and general regional knowledge of the community.
Participants should have knowledge of the jurisdictional emergency response plan and mutual aid agreements as well as discipline-specific internal training processes. Experience with data collection and interpreting reporting tools is important, as is the ability to create an operational calendar at the conclusion of the assessment.
Although knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), and the whole community approach is beneficial, it is not required for this course. The target audience is broadened by the whole community approach, though not all members of the private sector may have been exposed to ICS and NIMS. This course will identify the training needs of the whole community and use ICS and NIMS as the main training vehicle for integration and interoperability.
It is recommended that participants take the FEMA independent study course:
- IS-120.C: An Introduction to Exercises, due to the focus on exercises in Module 6: Assess Capabilities.
If additional knowledge of ICS and NIMS is needed, it is recommended that participants take the FEMA independent study courses:
Upon successful completion, you will be able to:
- Explain how the RTIPP process will support their communities.
- Choose appropriate preparedness tools for analyzing capability gaps in their agencies.
- Form an assessment team to conduct a jurisdictional training assessment using the whole community approach and based on an understanding of jurisdictional characteristics.
- Write capabilities-based training goals for their agencies using Steps 3 and 4 of the RTIPP process.
- Complete prioritized multiyear training plans to address training goals in their agencies by using Steps 5 and 6 of the RTIPP process.
