This course is offered by the National Cybersecurity Preparedness Consortium (NCPC) and was developed by the NCPC partners.  The course is funded through the DHS/FEMA Homeland Security National Training Program and is offered at no cost.

Communities face an increasingly complex and evolving cyber threat landscape that no single organization can address alone. A resilient cybersecurity posture requires a whole community approach, where key organizations—including government, critical infrastructure, and private sector partners—work together to assess and strengthen their collective capabilities. Leveraging models such as the Community Cyber Security Maturity Model (CCSMM) provides a structured, common framework for evaluating current posture and guiding improvement efforts. However, many communities lack the processes, tools, and collaborative mechanisms to identify gaps in their cybersecurity plans and training programs. This course addresses that need by bringing stakeholders together to build shared understanding and coordinated strategies for reducing cyber risk.

This 16-hour instructor-led course is designed to guide state, local, tribal, territorial, and critical infrastructure stakeholders through a structured, collaborative process for conducting a community-level cybersecurity gap analysis. Over two days, participants will learn to develop a comprehensive community cybersecurity profile, assess risks, benchmark current capabilities against recognized frameworks such as the Community Cyber Security Model (CCSMM) and NIST Cybersecurity Framework, and identify gaps in both plans and training programs. The course emphasizes practical application through focused activities that help participants analyze their community’s cybersecurity posture and determine where training shortfalls exist. By the end of the course, participants will have developed a prioritized action plan or roadmap to begin addressing those training gaps and improving overall community resilience.

There are no prerequisites for this course.

Enrollment Requirements

Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid; or with TEEX assistance upon arrival for class.

Course Completion Requirements

Participants must provide information for all required fields, including their U.S. citizenship/permanent resident information, in addition to meeting all other attendance and course completion requirements. If this information is not provided, the participant will be considered incomplete and will not receive a certificate of completion.

Participants are required to score a 70% or better on the Post-Test and attend 80% of the course hours in order to receive a course certificate of completion.

  • A photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.

Attendance Requirements

Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirements, for example a field exercise that cannot be missed.

Upon successful completion, you will be able to:

  • Develop a comprehensive cybersecurity profile for their community, identifying assets, stakeholders, existing plans, and regulatory requirements.
  • Analyze cybersecurity risks by identifying threats and vulnerabilities and evaluating their likelihood and community impact.
  • Analyze community cybersecurity training gaps by assessing current cybersecurity capabilities, best practices, and frameworks.
  • Prioritize cybersecurity training needs based on community gaps, risk, and available resources.
  • Develop a prioritized action plan to address identified cybersecurity training gaps and improve community resilience.

Suggested Audience

The target audience for this course is multi-disciplinary personnel at the community or jurisdictional level, including government administrative, emergency services, critical infrastructure, or someone whose primary role is cybersecurity planning.
