Course Description

This course meets or exceeds the qualifications required for participants to achieve the expectations and goals of a Hazardous Materials (HazMat) Officer (HMO) as required for certification to Chapter 17, “Professional Qualifications for Hazardous Materials/WMD Officers,” as described in National Fire Protection Association (NFPA) 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders (2022 Edition). Chapter 16, “Competencies for Hazardous Materials/WMD Officers (NFPA 472)” of NFPA 470 will be used for curriculum development. Participants who successfully complete the course and pass the required certification exam and skill tests will receive a National Board on Fire Service Professional Qualifications (Pro Board) certification.

Prerequisites

Pro Board Certification Requirements

For Pro Board certification, the following are the minimum certification requirements as defined by the NFPA Standards and the Texas A&M Engineering Extension Service/Emergency Services Training Institute (TEEX/ESTI):

  • NFPA 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders, Chapter 11, “Professional Qualifications for Hazardous Materials/WMD Technicians (NFPA 1072)” (2022 edition)

Or

  • NFPA 1072, Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications, Chapter 7, “Hazardous Materials Technician” (2017 edition)

Or

  • NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, Chapter 7, “Competencies for Hazardous Materials Technicians” (2002, 2008, or 2013 editions)

Course Completion Requirements

Participants must provide information for all required fields, including their U.S. citizenship/permanent resident information, in addition to meeting all other attendance and course completion requirements. If this information is not provided, the participant will be considered incomplete and will not receive a certificate of completion.

Course Attire / Personal Protective Equipment (PPE)

For classroom activities, participants must wear full-length pants, closed-toe shoes, and short-sleeve/long-sleeve shirts (no sleeveless shirts).

Participant Must Provide

A photo identification on the first day of class (see the participant handbook for approved forms of identification
and additional guidelines).

Attendance Requirements

Class attendance is an essential part of the education process and participants in TEEX Courses are expected to attend all class sessions and field exercises. This course requires participants to attend 90% of the class hours as a component of successful course completion. This course requires participants to attend 100% of the class hours to sit for the Pro Board certification exam.

Upon successful completion, you will be able to:

  • Apply the role of an HMO by analyzing a HazMat/WMD incident.
  • Initiate planning the response to a HazMat/WMD incident within the National Incident Management System/Incident Command System (NIMS/ICS).
  • Implement the planned response to a HazMat/WMD incident using an Incident Action Plan (IAP).
  • Assess the progress of the IAP in mediating the impact of a HazMat/WMD incident.
  • Complete a risk-based response tactical worksheet at a HazMat/WMD incident while acting as the HMO within the ICS.

Suggested Audience

Personnel who respond to emergencies involving HazMats or WMDs for the purpose of analyzing the incident; selecting appropriate Personal Protective Equipment (PPE), decontamination procedures, medical surveillance; and implementing tactics to operate within the HazMat group while monitoring and preserving the safety of the responders and keeping the goal of mitigating the
incident.
