Course Description
This course is designed to build capabilities for multi-agency collaboration pertaining to risk management for sport events. It introduces the seven-step sport security risk management process, including the idea of risk management and setting risk management goals for sport events, identifying assets that need protecting and determining risk, implementing planning and mitigation actions, and implementing after-action review for events as well as incidents. Through activity-based training modules, intact security teams will enhance their ability for planning, risk assessment, training, and exercising practices specific to conducting sport events. The expectation is for participants to return to their respective organization and coordinate the development of a sport event security management system.
This course was developed in a partnership effort between The University of Southern Mississippi’s National Center for Spectator Sports Safety and Security (USM/NCS4) and the TEEX National Emergency Response and Recovery Training Center (NERRTC).
This course meets Texas Commission on Law Enforcement (TCOLE) requirements for AWR-167 Sport Event Risk Management course #78399.
Note: Participants enrolled in a TEEX-Instructor Led Webinar must have access to a laptop or mobile device/tablet during the class session to participate in all course sessions as well as complete course testing and evaluations electronically.
Prerequisites
There are no prerequisites for this course.
Enrollment Requirements
Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid; or with TEEX assistance upon arrival for class.
Course Completion Requirements
Participants are required to score a 70% or better on the Post-Test and attend 80% of the course hours in order to receive a course certificate of completion.
Participant Must Provide
- A photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
Attendance Requirements
Class attendance is an essential part of the education process, and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirement, for example, a field exercise that cannot be missed.
Participants in a TCOLE credit course must complete the class in its entirety to receive TCOLE credit.

Upon successful completion, you will be able to:
- Discuss and understand the global threat environment directed at soft targets and identify sport event and special event threats.
- Build an effective risk management team.
- Relate threat, hazard, and risk management concepts and the self-assessment process for sports venues and events facilities.
- Identify, understand, and determine the best available physical and non-physical protective measures for sport event facilities/venues.
- Identify event and emergency operational planning considerations, including the importance of the event action plan and the difference between event planning and incident action planning.
- Develop and implement a staff training cycle relative to sport event security and safety management.
- Identify various exercise options and how to conduct an exercise involving key partners and evaluate performance in order to address gaps and ensure continuous improvement.
- Apply risk management procedures to a multi-agency, multi-discipline scenario.
