Course Description
The Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation requires that Hazmat Employers* train all Hazmat Employees** within 90 days of starting in the position and conduct recurrent training every three years thereafter. The Hazardous Materials Transportation Train the Trainer course, offered at no-cost, is designed for personnel who will be preparing and conducting this training. Course participants will learn applicable PHMSA requirements as well as principles of adult education and effective instructional design. In addition, participants will learn how to develop a systematic training program to ensure that hazmat employees are trained in the five areas required by 49 CFR 72 Subpart H: General awareness/familiarization, Function-specific, Safety, Security awareness, and In-Depth security.
* Hazmat Employer: a person who uses one or more employees regarding: transporting hazmat in commerce; causing hazmat to be transported or shipped in commerce; or designing, manufacturing, fabricating, inspecting, representing, marking, certifying, selling, offering, reconditioning, testing, repairing, or modifying packaging as qualified for use in the transportation of hazmat.
** Hazmat Employee: a person employed by a hazmat employer, or person who is self-employed, and who directly affects hazmat transportation safety including: an owner-operator of a motor vehicle that transports hazmat; a person who: loads, unloads, or handles hazmat; designs, manufactures, fabricates, inspects, tests, reconditions, repairs, modifies, marks, or otherwise represents packaging as qualified for use in the transportation of hazmat; prepares hazmat for transportation; is responsible for safety of transporting hazmat; or operates a vehicle used to transport hazmat.

There are no prerequisites for this course.
Course Completion Requirements
Participant Must Provide
- In order to fully participate in all classroom exercises and practice teaching assignments participants must have access to a laptop or personal computer with presentation software.
- A photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
Attendance Requirements
Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. This course requires participants to attend 100% of class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirements, for example a field exercise that cannot be missed.
Upon successful completion, you will be able to:
- Identify training requirements for hazardous materials according to 49 CFR 172 Subpart H.
- Describe the hazardous materials regulations.
- Recognize hazard classifications and materials.
- Recognize different elements of the hazardous materials table.
- Explain safety training as it relates to hazardous materials.
- Discuss the importance of security training for HazMat employees.
- Determine the proper shipping names for hazardous materials.
- Describe packaging requirements according to the HMR.
- Describe function-specific marking and labeling according to the HMR.
- Discuss shipping papers for hazardous materials.
- Discuss loading, unloading, and handling hazardous materials.
- Describe placarding requirements for hazardous materials.
- Explain driver responsibilities and incident reporting regarding hazardous materials.

This course is designed for industry personnel to include, hazmat employers, EHS professionals, operation managers, safety managers, shipping and receiving managers, hazardous waste generators, environmental consultants, warehouse supervisors, and Hazmat transporters.
