Course Description
This course meets the needs of fire executive management and satisfies the requirements of National Fire Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications,
Chapter seven “Fire Officer 4”. The course is designed around classroom lectures and group interactive exercises to improve your abilities to manage a fire service organization. The course emphasizes community/government relations, model planning, budgeting, human resources, trends and support organizations, and emergency service delivery. The course includes a written project that requires you to develop a strategic plan.
Upon completion of this course you are eligible to take the National Board on Fire Service Professional Qualifications (Pro Board) written exam and project based testing. Participants that receive a Pro Board certification are eligible for certification through Texas Commission on Fire Protection (TCFP) reciprocity.
Pricing Information: Employees or members of a Fire Department or Agency that is a political subdivision of, or component thereof, the State of Texas are eligible to receive tuition credit from TEEX based on subsidized funding from the State of Texas for this class.
Cost: $460.00 per student for Texas Firefighters, departments or agencies
Standard Cost: $920.00 per student Non-Texas Municipal or State Firefighter
Registration Information: For regional open enrollment classes, a minimum of 15 students must be registered no less than 21 days prior to the start date of class. If the minimum enrollment requirement is not met, the class will be cancelled.
Prerequisites
Pro Board Certification Requirements
Participants pursuing Pro Board certification must provide proof of NFPA 1021 Fire Officer III dated prior to the last day of class. The documentation must meet the certification office requirements.
TCFP Certification Requirements
TCFP testing is not completed during this course. Participants that would like to earn their TCFP certification can submit their Pro Board certification to the Commission for reciprocity.
Course Completion Requirements
Course Attire
For classroom activities, participants must wear full length pants, closed-toe shoes, and short sleeve/ long sleeve shirts (no sleeveless shirts). It is preferred that participants wear duty uniform or business casual dress.
Pro Board Certification Testing
Participants are required to provide a photo ID at time of Pro Board testing.
Participants Must Provide
- Textbook: IFSTA Chief Officer (4th edition)
- Laptop computer, tablet. or similar device capable of operating word processing and presentation software. (Example: Microsoft Word and Microsoft PowerPoint)
- Method for approved file sharing with the instructors. Potential options include:
- Flash drive
- Thumb drive
- Personal or work email account
- Please note, the use of the file sharing apps or software such as Dropbox are not permitted
- Important: Students must bring the following required documents from their department/employer’s policy and procedures manual.
- A Government-issued photo ID. This will be required on the first and last days of class. See the Participant Handbook for approved forms of identification and additional guidelines.
*Unless specifically part of a contract, TEEX does not provide textbooks. Students are responsible for puchasing theor own textbooks.
Attendance Requirements
Class attendance is an essential part of the education process and participants in TEEX courses are expected to attend all class sessions and field exercises. This course requires participants to attend 100% of the class hours as a component of successful course completion and to sit for the Pro Board certification exam.

It is recommended that participants have a working knowledge of basic computer function, Microsoft PowerPoint and Word applications, and computer projection equipment.
