Course Description
This 2-day course is designed to assist first-and-second-level supervisors and Company Officers (COs) in developing knowledge and skills in contemporary approaches to organizational problem-solving.
Topics include:
- Use of creative approaches to identifying trends within their organizations.
- Applying problem-solving methodologies.
- The importance and application of continuous improvement within organizations.
- How to quantify problems and solutions.
- Factors in organizational and individual resistance to change.
- Strategies for implementing change.
The course incorporates facilitated, student-centered methodologies, including lecture, small and large group activities, and individual assessments.

There are no prerequisites for this course.
Course Completion Requirements
Participants Must Provide
A photo identification on the first day of class. See the Participant Handbook opens in a new tab for approved forms of identification and additional guidelines.
You will need your FEMA SID # the first day of course.
To obtain a SID

- Select “Need a FEMA SID?” on the right side of the screen.
- Follow the instructions to create your account.
- You will receive an email with your SID. Save this number in a secure location.
Attendance Requirements
To meet NFA attendance requirements, participants must complete each training module and successfully complete all required course assignments, activities, quizzes, and pass the end of course exam to receive course completion. During the course, your instructor will review any additional requirements.
Recommended
ICS 100, 200, and Incident Command System (ICS)-100-level and ICS-200-level training. Preferred courses are available through NFA Online.
Upon successful completion, you will be able to:
- Employ creative approaches to identify trends that have an impact on their organization.
- Apply creative group problem-solving methods and describe the importance of continuous improvement within fire and emergency services.
- Quantify problems and solutions and use the information to justify a recommendation.
- Explain why employees resist change and develop strategies for implementing change within the fire and emergency service environments.
