Course Description
The purpose of this course is to train emergency responders in product control. Through a combination of facilitated discussion, case studies, and hands-on activities, participants will practice how to limit or confine the dispersion of hazardous materials to minimize contact with people, property, and the environment.
The course concludes with a practical application, skills-based exercise in which participants will demonstrate product control skills during a simulated incident.
When delivered in conjunction with the course Operational Level Response to HazMat/WMD Incidents (PER212), participants may have the option to earn National Board on Fire Services Professional Qualifications (Pro Board) certification by successfully completing additional written and skill testing.
Prerequisites
To take the National Board on Fire Service Professional
Qualifications (Pro Board) exam, participants must have successfully completed
one of the following:
- The Texas A&M Engineering Extension Service/Emergency Services Training Institute (TEEX/ESTI) in-person operations-level response course: Operational Level Response to HazMat/WMD Incidents (PER-212)
- An approved NFPA 1072 Chapter 5 Operations or NFPA 472 Core Competencies for Operations Level Responders course (2008 or 2013 ed), that includes mission-specific competencies for Personal Protective Equipment
(2008 or 2013) edition.
For national Pro Board certification, the following are the
minimum certification requirements as defined by the NFPA standards and
TEEX/ESTI:
- NFPA 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders, Chapter 7 “Professional Qualifications for Hazardous Materials/WMD Operations Level Responders (NFPA 1072)” or
- NFPA 1072, Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications,
Chapter 5 “Operations” (2017 edition) or - NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, Chapter 5 “Core Competencies for Operations Level Responders” (2002, 2008, or 2013 editions)
AND
- NFPA 470, Hazardous Materials/Weapons of Mass Destruction (WMD) Standard for Responders, Chapter 9 “Professional Qualifications for Hazardous Materials/WMD Operations Level Responders Assigned Mission-Specific Responsibilities (NFPA 1072),” Section 9.2, “Personal Protective Equipment” or
- NFPA 1072, Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications, Chapter 6 “Operations Mission-Specific” (2017 edition), Section 6.2, “Personal Protective Equipment” or
- NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, Chapter 6 “Competencies for Operations Level Responders Assigned Mission-Specific Responsibilities” (2002, 2008, or 2013 editions), Section 6.2, “Mission-Specific Competencies: Personal Protective Equipment (PPE)”
Course Completion Requirements
Participants are required to score a 70% or better on the Post-Test to receive a course certificate of completion.
Participants will need access to a laptop or mobile-device/tablet during the course to complete course testing and evaluations electronically.
Participants Must Provide:
- a photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.
Attendance Requirements
Students are required to attend all class sessions and participate in all student activities.
Upon successful completion, you will be able to:
- Preform product control techniques to confine a HazMat leak or spill
- Compare the basic steps to planning an initial response to Hazardous Materials/Weapons of Mass Destruction (HazMat/WMD) incidents

As part of a Department of Homeland Security/ Federal Emergency Management Agency (DHS/FEMA) funded Homeland Security National Training Program Cooperative Agreement this course is available at no direct cost to state, county and local government agencies.

Enrollment Requirements
Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid or with TEEX assistance upon arrival for class.
