Essentials of Community Cybersecurity |
The Essentials of Community Cybersecurity (ECCS) course provides individuals, community leaders, and first responders with information on how cyber attacks can impact, prevent, and/or stop operations and emergency responses in a community. The course also provides a cursory introduction to cybersecurity vulnerabilities, risks, threats, and countermeasures. It explains vulnerabilities of computer systems and networks and how these vulnerabilities can affect communities, organizations, and daily workplace operations. The course introduces actions communities can take in establishing a cybersecurity program. The course provides participants with an awareness of issues. It gives an overview of threats and vulnerabilities, without going into too many details, to highlight the potential impact a cyber attack could have. Participants discuss some of the fundamental activities needed to develop a cybersecurity program, without addressing the technical details of how to secure critical infrastructures. The course introduces the Community Cybersecurity Maturity Model (CCSMM) as a framework for understanding community cybersecurity and offers a brief introduction to low-cost or no-cost approaches to securing a community against cybersecurity threats and attacks. The Cybersecurity Incident Response and Management course utilizes NIST 800-61r2 to introduce participants to the cyber incident lifecycle. Cyber-attacks occur more frequently and have become increasingly sophisticated. Cybersecurity events now have the potential to significantly disrupt the business operations of government and critical infrastructure services. Public and private sectors, in the United States, are at increasing and continual risk of surprise attacks from nation-state and non-state actors. (Burgess, 2018)The growing Information Sharing and Analysis Organization (ISAO) ecosystem provides an opportunity to empower the nation to become more educated and effective in preventing, detecting, and responding to the increasingly sophisticated landscape of cyber threats. There are considerable challenges with the vast quantity of information, the complexities of analysis, and the uncertainties of sharing data with a large network of organizations.In the 2016 National Preparedness Report, 88% of states and territories indicated a high prioritization of cybersecurity, with only a 13% proficiency in that capability. Likewise, 86% of states and territories ranked intelligence and information sharing as a high priority, with a reported 57% proficiency in that capability. The establishment of an ISAO is a critical step to improve both of these capabilities.Executive Order 13691 encourages the formation of ISAOs, and states that “organizations engaged in the sharing of information related to cybersecurity risks and incidents play an invaluable role in the collective cybersecurity of the United States”. At the end of this course, participants should possess the fundamentals needed to design and develop an Information Sharing and Analysis Organization (ISAO) for states, locals, tribes, and/or territories (SLTTs). It addresses what the ISAO is, how it is used, who should participate in the design, implementation, building, and execution.

This course uses a team approach, focusing on the processes used while operating in an Emergency Operations Center (EOC) and the key decision-making requirements within that response node. The jurisdictional team will learn from the effects of management decisions while working in an EOC and responding to simulated, notional exercises. The final exercise can be tailored using the jurisdictions map and resource data, providing the unique opportunity to respond to a specific location and incident selected by the jurisdiction.
The course is delivered (resident) in the world-class National Emergency Response and Rescue Training Center/Emergency Operations Training Center (NERRTC/EOTC) in College Station, Texas. The instructional team consists of coaches and mentors experienced in emergency management and incident response to guide the participants as they respond to large scale, simulated incidents. The course uses a multi-discipline, jurisdictional approach to accomplish the course objectives. Each staff position is integrated into an EOC team, recognizing the unique aspects of the jurisdiction when responding to an incident. In a major incident, it is imperative that community leaders, incident managers, and Public Information Officers (PIOs) are prepared to communicate with the public through traditional and social media. The course consists of three modules.The first module reviews the topics of terrorism, Weapons of Mass Destruction (WMDs), national response structures, incident management, and government and agency roles. Participants learn about the passing of information to the public in WMD terrorism, or other all-hazards incident and the function of joint information operations.The second module covers issues unique to interacting with members of the media to help you build more effective relationships and avoid common mistakes when providing information to the press and public. This course provides a model framework to improve incident management and the integration of law enforcement, fire and EMS, public safety communications, public information officers, and emergency management responders during active shooter event response, improving time to threat neutralization, medical intervention, and survivability of victims. This is an integrated response course for a cross-discipline audience. The framework utilizes the Active Shooter Incident Management Checklist(TM), a validated and recognized National Standard for active shooter event response, integrating best practices guided by principles of the National Incident Management System (NIMS), Tactical Emergency Casualty Care (TECC), and Advanced Law Enforcement Rapid Response Training (ALERRT). Participants will learn organizational building blocks for an integrated response including Contact Team, Rescue Task Force, Tactical, Perimeter, Triage, Transport, Intelligence, and Reunification through progressively challenging full-length Active Shooter Event functional exercises utilizing the multi-responder NIMSPro TM 3D virtual reality simulator in multiple response roles. This course focuses on incident management skills, staff responsibilities, and the related situational awareness and decision-making skills using a computer-driven training simulation to offer a challenging decision-making environment in an expanding complex incident.
The course uses a team approach, focusing on the processes used while working in an Incident Command Post (ICP) and the key decision-making requirements within that response node. The Incident Management Team (IMT) will learn the cause and effects of incident decisions while working in an ICP and responding to simulated, notional exercises. The final exercise can be tailored using the jurisdictions map and resource data, providing the unique opportunity to respond to a specific location selected by the jurisdiction.
The course is delivered (resident) in the world-class National Emergency Response and Rescue Training Center/Emergency Operations Training Center (NERRTC/EOTC) in College Station, Texas. The instructional team consists of coaches and mentors experienced in emergency management and incident response. The course uses a multi-discipline, jurisdictional approach to accomplish the course objectives. Each staff position is integrated into a unified command structure that teaches management processes and procedures to respond to all-hazards incident.
The overall incident management structure used in the course is based on the National Incident Management System (NIMS) and the National Response Framework (NRF), and is certified by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) Training and Exercise Integration Division.
