Course Description

US FlagThis course introduces the six-step THIRA/SPR process which includes identifying threats and hazards that stress a community’s capabilities, giving context to those threats and hazards and identifying associated impacts consistent with specific factors, identifying community-specific capability targets, assessing current levels of capability in comparison to those targets, identifying capability gaps and subsequent strategies to close those gaps using the POETE (Planning, Organization, Equipment, Training, and Exercises) areas, and assessing and describing the impact of funding sources on building or sustaining capabilities in a community.

Successful completion of the course will assist local emergency management efforts and stakeholders in generating actionable preparedness data that communities can use to support a variety of emergency management efforts, including planning, training, exercises, and incident response and recovery. THIRA/SPR-informed planning is consistent with, and expands on, nationally accepted emergency management standards as the basis for planning across the mission areas of prevention, protection, mitigation, response, and recovery.

Individuals completing this course in combination with AWR213, MGT315, MGT414, and MGT452, are awarded the TEEX Infrastructure Protection Certificate.

This course meets Texas Commission on Law Enforcement (TCOLE) requirements for MGT310 JTHIRA course #78406.

Prerequisites

There are no prerequisites for this course.

Enrollment Requirements

Participants must be U.S. citizens. A FEMA Student ID is required to register for and participate in any training provided by FEMA agencies. All FEMA training providers, registration systems, and enrollment procedures are required to use this FEMA SID, which can be obtained at the following website: https://cdp.dhs.gov/femasid; or with TEEX assistance upon arrival for class.

Course Completion Requirements

Participants are required to score a 70% or better on the Post-Test and attend 80% of the course hours in order to receive a course certificate of completion.

  • A photo identification on the first day of class. See the Participant Handbook for approved forms of identification and additional guidelines.

Attendance Requirements

Class attendance is an essential part of the education process, and participants in TEEX courses are expected to attend all class sessions and field exercises. The course requires participants to attend a minimum of 80% of the class hours as a component of successful course completion. During the course, your instructor will review any additional attendance requirement, for example a field exercise that cannot be missed.

Participants in a TCOLE credit course must complete the class in its entirety to receive TCOLE credit.

Upon successful completion, you will be able to:

  • Summarize the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) process, the Federal guidelines and the benefits of conducting a community-based THIRA/SPR.
  • Identify specific threat and hazards to the community by applying principles and concepts related to threat and hazard identification groups, and the factors to consider for threat and hazard groups.
  • Write a context statement based on the completion of an impact worksheet that will identify the threat and hazard that most challenge a single core capability.
  • Develop core capability target statements which describe the level of capability a community plans to achieve for each of the 32 core capabilities.
  • Assess current capability levels and how community capabilities have changed over the last year.
  • Articulate capability gaps and a subsequent approach for addressing gaps and sustainment needs using the POETE (Planning, Organization, Equipment, Training, and Exercises) Solution Cycle.
  • Articulate an understanding of the federal funding sources and programs that might assist in addressing the identified gaps, and how previous funding sources impacted the community’s ability to address capability gaps and sustainment needs.
  • Produce a THIRA and SPR using the Whole Community Input Form.

  • For deliveries on, or after, January 3, 2022, participants enrolled in an in-person, classroom-based course delivery will need access to a laptop or mobile device/tablet during the class session to complete course testing and evaluations electronically.
  • Participants enrolled in a TEEX-Instructor Led Webinar must have access to a laptop or mobile device/tablet during the class session to participate in all course sessions as well as complete course testing and evaluations electronically.
  • This course is approved for the 2024 training year by the Tennessee Peace Officers Standards and Training (POST) Commission under course number 24-1358.
